Link Building?

This may seem like a stupid question, but what exactly is link building? Is it where you make a site, use that site to promote another site? Sorry if I'm confused by all this, I've only been in the game for a year now.

Again, sorry if the question is stupid, we all start somewhere!

Link Building is the process of getting (quality) Web sites to link to your Web site, this is important to improve search engine rankings.

For example, you can write high qualitiy content on your blog, people will love to leave a link to your article/blog.
